Changing the DNS to 4.2.2.2 and flushing the old DNS cache got it working for me. So i have great news if you are using the ffxiv client. Instead go to steam download the free trial and it will install 8 gb and then you will get the launcher. Sign in and bam done. So the TL DR use steam and get the trial version to download the game. It looks like 30413 is port related. Do you have a firewall up? Try turning it off for the duration of the patch. Or at the very least restart your router and see if there are any updates for it and/or your network card.
